Job Summary: The Financial Control/Administrative
Officer is responsible for ensuring compliance with Head Quarters (HQ)/United
States (US) tax rules in the management of general financial, accounting, personnel
and business systems. This position reports to and is evaluated by the Holt
Uganda Country Director. This position is based in Kampala, Uganda.

Duties and Responsibilities:
- Coordinate and manage financial administrative
activities by working with Country Director to develop Human Resources
(HR) and financial policies for local office; maintaining financial and
accounting system, ensuring compliance with the requirements set by HQ - Ensure proper financial management of the program
activities by managing day-to-day financial transactions and/or
accounting; monitoring expenditures in comparison to approved budgets;
preparing monthly financial reports; developing monthly/annual budget forecast;
develop annual budgets - Fulfill HR functions by preparing labor agreements,
civil contracts, timely amendments to them as appropriate - Coordinate procurement and purchase of goods and
services by maintaining contacts with suppliers/service providers (rent,
equipment, telephone, bank); corresponding with vendors; - Conducting market research and collecting bids
propositions for goods/services over $500; - Preparing and managing contracts; fulfilling VAT exemption
procedures for contracts’ amounts over $500 - Manage bank operations by making all payments through electronic
payment system; - Preparing necessary documentation for currency
conversion; - Oversight for cash withdrawal
- Manage staff payroll by coordinating payroll processing
with the bank and CD as
appropriate. - Provide accurate and timely financial reports provide
vital information to measure and manage international program activities.
Monitor the efficient use of resources in compliance with government
regulations and laws providing donor security. - Analyze financial accounts and reports for
reasonableness and accuracy. - Research and interpret relevant policies and
regulations to maintain integrity of operations. - Set priorities on work, construct correspondence and
reports, research and analyze information for reports or inquiries, organize
filing systems. - Prepare, recommend and implement financial policies and
procedures. - Any other duties as assigned by Country Director.
Qualifications, Skills and Experience:
- Bachelor’s degree in business or related field and 3-5
years experience in accounting, business or financial position.
- Certificate in ACCA would be an added advantage.
- Thorough knowledge of accounting, business and Human
Resource principles and practices, especially relating to nonprofit
organizations. - Strong working knowledge of accounting software (QuickBooks)
and other related computer programs (Word, Excel, email) and ability to
learn other software applications as necessary. - Must be detail oriented and able to multi-task and
prioritize many competing responsibilities in a time effective manner - Ability to work well with other employees to obtain
compliance with policies and achieve organizational goals and objectives. - Ability to coordinate work with accounting staff to
assure accurate and timely accounting information. - Ability to exercise good judgment, courtesy, and tact
in contacts with employees and the public. - Ability to work independently.
- Ability to analyze problems and recommend solutions.
- Ability to train finance and administrative field
staff. - Ability to recommend and implement solutions for policy
issues. - Able to read, write and speak English fluently
