Organisational Background:
The National Information Technology Authority-Uganda (NITA-U) was established as a statutory body under the National Information Technology Authority, Uganda Act, 2009 as one of the key players in the Information and Communications Technology Sector. Its mandated is to coordinate, promote and monitor IT development within the context of national social and economic development, with a vision as “a facilitator of a knowledge-based, globally competitive Uganda where social transformation and economic development is supported through IT enabled services”.
Job Summary:  Manage the enforcement and compliance with the Information Technology Laws (Cyber Laws), National Information Technology Authority Act, 2009 and other relevant Laws and provide litigation services for cases arising there from and any other against the Authority, in line with the prevailing Guidelines, Policies, Procedures and relevant laws in force.
Key Duties & Responsibilities:
The Manager will be responsible to the immediate Supervisor for performing the following duties: –
·         Represent the Authority in Courts of Law and prosecute both civil and criminal cases in line with the relevant laws including the preparation of all pleadings for and against the Authority;
·         Develop and review strategies for the Authority’s litigation efforts based on best practices and in line with the professional guidelines and evaluate the impact of the function on the directorate’s work plan and objectives;
·         Supervise the process of carrying out a risk analysis on cases filed by or against the Authority;
·         Coordinate, manage and supervise the preparation of cases for prosecution and ensure the Authority is adequately represented;
·         Conduct extensive legal research to ensure that all operational standards relating to case management are followed in both civil and criminal prosecutions in line with court procedures and relevant laws;
·         Prepare reports on any legal complex issues to ensure that the Authority has full information about the legal implications of any decisions;
·         Provide accurate legal briefs on all contentious matters to enable informed decisions by management;
·         Coordinate the resolution of contentious legal matters (litigation) in such cases as court proceedings, arbitrations, third party mediations and out of court settlements on behalf of the Authority and generate reports from judgments/rulings for use by the Departments and stakeholders in line with the relevant laws;
·         Undertake legal action on behalf of the Authority where it is deemed necessary;
·         Liaise and collaborate with all relevant government ministries and departments including Solicitor General, DPP, AG, PPDA, Uganda Police with respect to litigation matters;
·         Prepare annual Work Plans, Performance Plan and Budgets for the department;
·         Manage and supervise external counsel offering services to the Authority;
·         Manage and supervise the performance and development of staff within the department;
·         Manage all records for the department;
·         Prepare monthly reports on all matters being handled by the department and provide guidance on their resolution;
·         Provide legal advice and secretarial services for various Management Committees as may be required;
·         Perform any other duties, which may be assigned from time to time.
Qualifications, Skills & Experience:
·         Honours degree in Law with a Post Graduate Diploma in Legal Practice from LDC is essential
·         Enrolment as an advocate with a valid practising certificate is essential
·         Master’s degree in Law (LLM) or in Information Technology (IT) Law, Business related, or other relevant discipline will be an added advantage;
·         Management qualifications and Membership to relevant Professional Associations or other relevant specialized trainings in the Professional/ Industry IT Certification such as ICSA, ITIL, CIM, MCSE, ACCA, etc. will be an added advantage;
·         Computer literacy is a must.

Experience:
·         A minimum of 5 (Five) years’ experience handling litigation in a busy law firm or large organisation two of which must be at senior level;
·         Experience in handling arbitration/mediation and complaints handling is desirable;
·         Demonstrated knowledge of Information Technology (IT) laws and practices.
Character:
·         Assertive, self – driven and results oriented;
·         Ability to lead, work as part of a team and to develop subordinates;
·         Excellent interpersonal, particularly staff/management relations;
·         High level of Integrity.
