Job Summary: Provide overall leadership, oversight and management support for all aspects of  programming in World Vision Uganda while creating and nurturing strategic partnerships; and ensuring that all programmes are managed effectively and contribute to Child Well-Being Outcomes in line with the World Vision Uganda Strategic priorities, community and donor accountability.

Key Duties & Responsibilities:
1.      Leadership and Strategic Management
·         Provide strong and positive leadership to the programmes department ensuring competent and motivated staff are hired and retained.
·         Ensure that programmes are managed and executed well as per plans within time and budgets, meeting donor and community accountability.
·         Ensure programmes achieve Child Well-Being Outcomes in line with the organisation’s Ministry Framework and Development Approach, and World Vision Uganda strategic priorities and programme designs.
·         Provide effective oversight of disaster management and H EA functions, based on Partnership protocols and standards, including the development and implementation of a National office disaster preparedness plan.
·         Provide oversight to Advocacy department by ensuring that local level programming contributes to national level advocacy strategies thus influencing Policy changes as a result of WV’s evidence-based advocacy.
·         Provide oversight and ensure that Sponsorship standards are adhered to and that there is evidence of quality sponsorship programmes contributing to achievement of Child Wellbeing Outcomes.
2.     Strategy Development and Planning
·         Collaboratively contribute to the development of strategy, directions and key priorities of WV programmes (short, medium and long) ensuring coherent strategy and a business plan for the national office that follows well from the strategy.
3.     Resource Acquisition and Management
·         Support the Development and execution of a strategy to diversify the National Office funding portfolio for WV, in terms of type and sources, especially from bilateral and multilateral sources, in dose partnership with other Directors.
·         Provide leadership in funding negotiations with support offices and other donors in coordination with other National Office (NO) Directors and in alignment with regional working group (RWG) decisions
·         Manage donor expectations
4.     Accountability and Quality Assurance
·         In dose colloboration with functional heads, ensure provision of good quality services to programmes, and programmes in turn follow Partnership standards, policies and protocols, including all relevant sections of the Field Financial
Manual thus achieving Inter-departmental collaboration and organizational synergy.
·         In close collaboration with HR, ensure right programme staff are recruited, retained, and provided with intentional opportunities, mentoring and coaching for development.
·         Ensure that the programme staff based in remote locations receive care and support.
·         Ensure adequate quality assurance processes while positioning programmes to meet defined programme quality standards including Design Monitoring and Evaluation (DME).
5.     Networking and Coordination
·         Maintain effective communications and pro-active relationships with Support Office partners, including visits by donors.
·         In coordination with National Director and Support Offices, develop and maintain pro-active relationships with bilateral and multilateral representatives in country ensuring that WV is represented through coordination, liaison and building collaborative relationships with donors, other NGOs, government authorities and other stakeholders and partners.
·         In coordination with the National Director, develop and maintain good relationships with national government ministries, other NGOs and the development sector in general.
6.     Information Management
·         Ensure necessary tracking, compilation, analysis and use of programmatic data,
·         Oversee creation of internal monthly, quarterly and annual Programmatic Reports
·         Support Communications in preparation of marketing and informational material for WV and external donor stakeholders,
Qualifications, Skills and Experience:
·         Bachelor’s degree in International Development, Business Administration,
Public Health, Economics, Rural Development or a related field. Master’s degree in Development, Social Sciences, Management or other related areas is an added advantage.
·         Training or certification in Portfolio and/or Programme Management with accredited institutions such as PMI, Prince 2, or IPMA.
·         Minimum of 5 years managerial experience in Portfolio and Program Management with a thorough understanding of all areas of project management cycles in a complex, international development organization.
·         Demonstrated track record in proposal development, funding acquisitions and grant management for major government donors preferred.
·         Ability to engage at a strategic level with senior government, UN and INGO officials.
·         Ability to lead a multi-cultural team with an empowering and outcome oriented approach.
·         Strong budgetary and financial management skills.
·         Good interpersonal, organizational and time management skills.
·         Ability to maintain performance expectations in diverse cultural contexts, stressful environments and physical hardship conditions with limited resources.
·         Ability to solve complex problems and to exercise independent judgment.
·         Computer literate in Microsoft Office, Lotus Notes or similar database, email and internet programs
·         Ability to travel within country, regional and internationally.
·         Must be a committed Christian, able to stand above denominational diversities.
