Job Title: Fortification Advisor
Reports to: Program Manager.

Project Description: JSI has received funding from the United States Agency for International Development (USAID) to implement the Strengthening Partnerships, Results and Innovations in Nutrition Globally (SPRING) Project to work in the Southwest of Uganda with a focus on strengthening treatment and preventive nutrition services in health facilities, and overseeing the implementation of specific tasks that strengthen food fortification efforts nationally.
Job Summary: The Fortification Advisor will be responsible for SPRING/Uganda’s efforts to build on the work that has been ongoing in food fortification in Uganda, working with the Government of Uganda (GOU) and other partners who are engaged in the National Working Group for Food Fortification (NWGFF), to consolidate gains that have been made, expand the role of private industry in fortification and strengthen the capacity of regulatory bodies to ensure the quality of fortified foods. The Advisor will also work with the wheat and maize flour industries and outline strategies to expand fortification, and support quality improvement activities in collaboration with the Uganda National Bureau of Standards (UNBS).
Duties & Responsibilities:
· Support the NWGFF in coordinating national fortification efforts including developing an annual plan, strengthening capacity to build a membership network, strengthening capacity to use data to monitor the national fortification plan, and advocating for support and resources to institutionalize the NWGFF.
· Work with the Ministry of Health, NWGFF, and UNBS to strengthen the quality control system for fortified foods.
· Work with industries to ensure compliance with mandatory fortification including documenting progress in implementation of food fortification, challenges encountered, lessons learned and new approaches for improvement to adherence to mandatory fortification.
· Support SPRING/Uganda in exploring options for fortification of maize flour and other foods as determined by GOU.
· Work with the Program Manager in the design and roll-out of the home fortification program in the targeted geographic areas in Uganda.
· Working with SPRING/Uganda technical team and the Program Manager, take the lead in planning, executing, monitoring and evaluating of fortification initiatives in the country.
· Take the initiative in identifying and supporting the functionality of private public partnerships for fortification in the country.
· Identify, document and disseminate key success stories on fortification efforts in Uganda through different platforms including in advocacy meetings.
· Represent SPRING/Uganda in fortification technical and coordination meetings within the country, region and in other places as needed.
· Liaise with other USAID implementing partners, INGOs, NGOs, research institutions and academia to consolidate efforts for fortification efforts, results, innovations and partnerships in Uganda.
· Work with the Strategic Information Advisor to support the Ministry of Health, NWGFF and UNBS in the development, implementation and utilization of monitoring and evaluation systems for fortification in Uganda. ~
· Work with the technical manager to support the development of a social behavior change communication strategy for uptake of micronutrient initiatives in Uganda.
· Write monthly, quarterly and annual fortification reports and submit these in a timely manner to the Program* Manager or his/her designee.
· Undertake any other responsibilities assigned by the supervisor or his/her designee.
Qualifications, Skills & Experience:
· Master’s degree in Food Science and Technology, Nutrition, Public Health or Food Processing Technology.
· Proven experience in working with food industries.
· At least 5 years’ professional working experience in fortification and other related micronutrient initiatives in developing countries.
· Proven ability to problem solve.
· Working knowledge of USAID and familiarity with USAID monitoring and evaluation rules and requirements.
· Proven coordination and advocacy skills and experience.
· Excellent English language written and spoken communications skills.
· Proven ability to manage multiple tasks, coordinate activities across different partners and with the government.
· Acts decisively in daily work, and works well in a multi-cultural team environment.
· Proven coaching and mentoring skills.
· Must be authorized to work in Uganda.
