Professional Personnel (NPPP – SB4)

the overall supervision of UNFPA Representative and direct supervision of the
Assistant Commissioner, Reproductive Health Division of Ministry of Health
(MOH), the National Project Professional Personnel-RH Adviser (NPPP-RH Adviser)
will support coordination of efforts towards implementation and rolling out of
the “Road map for accelerating the reduction of maternal and newborn mortality
and morbidity in Uganda”. The RH Coordinator will support the execution of the
Uganda MDG Acceleration Framework, the sector RH Strategy and Uganda’s
Commitment to the UN Secretary General’s Strategy on Women and Children’s
Health. S/he will also support strengthening the health system as it relates to
Reproductive Health. The RH Coordinator will work closely with the RHCS
Coordinator, the Country Midwifery Adviser and National Obstetric Fistula
Coordinator to implement the national RHCS strategy, the Midwifery improvement
plan and the National Obstetric Fistula Strategy.
the RH Coordinator will support:
Implementation and rolling out of the Road
map for Accelerating the Reduction of Maternal and Neonatal Mortality and
Morbidity in Uganda
Support the MOH to periodically, review and
update SRHR policies, strategies, standards, guidelines and protocols for
reproductive health services including maternal and newborn care and
continually align them with the current national and sector strategic
frameworks and plans including the Health Sector Investment Plan (HSSIP) and
thematic strategies.
Support the MOH to execute the Reproductive
Health Strategy, sexual and reproductive health policy guidelines and service
standards, the SRH/HIV Integration Strategy, National Obstetric Fistula
Strategy, RHCS Strategy and other related strategies
Support the scaling up of Emergency Obstetric
and newborn Care, Goal oriented ANC, Neonatal and Postnatal care, MPDR and
PMTCT services
Facilitate diffusion and use of
programmatic/technical tools, policies, guidelines and protocols
Provide on-going technical direction and support
supervision to the MOH, Regional RH teams and the districts to increase
coverage for quality SRHR services including Family Planning, EmONC and
integrated SRH/HIV services
Work with MOH and districts in identifying
training needs, organizing and facilitating various SRHR interventions with
focus on goal oriented ANC that includes birth planning, Life Saving skills,
EmONC, integrated HIV/AIDS and SRH services
Support the establishment and implementation of
an effective referral system
Build capacity of training institutions and
service providers for key maternal and newborn health issues
Support Advocacy efforts of the MOH and partners
for increased resource allocation for maternal and newborn health care,
including preparing technical briefs to advocate for maternal and new born
health in Budget Framework Papers, parliamentary and other forums. Advocate for
inclusion of SRHR issues in National development Plans, strategies and expenditure
frameworks including increased budget allocation for SRHR
Support the MOH (RH Division) to review resource
allocations and mechanism to improve accountability at all levels
Participate in the identification and
formulation of the RH component work plans and projects by compiling and
analyzing information, drafting project documents and work plans.
In coordination with national counterparts and
project personnel guide routine implementation of assigned projects,
coordinating the delivery of project inputs, ensuring participation of national
counterparts in training activities and other planned activities.
Support training of project personnel and staff
on national execution and program policies and procedures; continuously guide
implementing partners on UNFPA programming processes including adherence to
correct and timely reporting
Support the generation of strategic information
and evidence to inform National policies and strategies for SRHR including
maternal and newborn health
Support the designing, testing and rolling out
of innovative approaches/interventions to ensure universal access to SRHR in
the country including operations research and documentation of good practices
Support the MOH in:
Development of GOU/UNFPA annual and quarterly
work plans
Compilation of GOU/UNFPA annual progress and
related reports for Ministry of Health as Implementing Partner
Compilation of GOU/UNFPA annual and quarterly
progress and related reports for the Reproductive Health component
To perform any other duties as assigned by the
MOH and UNFPA
Coordination and Management

Build multi sectoral partnership, collaboration
and coordination between and among all stakeholders - ·
Participate in the relevant Health Sector
Technical Working Groups
Monitoring and Evaluation Functions
Regularly monitor (Jointly with area monitoring
teams and DHMT) implementation of the MNH road map, RHCS Strategy and the
broader SRHR interventions in the districts for improvement in quality of
services and attainment of planned results
Monitor UNFPA program activities by keeping
close record of activities being implemented on ground, funds being expended at
the project level and agreements being made with local partners. Work with RH
division of MoH in monitoring implementation of RH component activities by IPs,
and in compilation of the RH component quarterly and annual and related
reports.
Assist in the identification, documentation and
sharing of best practices (including promotion of inter and intra-district
technical exchanges), program innovations and conduct research relating to SRHR
within the region
requirements: Masters degree in obstetrics and gynecology or
public health with a bias in Health system strengthening/management
least 5 years professional experience preferably in health system management or
health services management in the public or private sector
Fluency in oral and written English
skills: proficiency in current office soft ware
applications
