The National Center for State Courts (NCSC) is seeking qualified Ugandan citizens to fill the below positions for the “Supporting Access to Justice, Fostering Equity & Peace” (SAFE Program) funded by USAID.
Job Summary: The Civil Society Specialist will be responsible for supporting a group of civil society organizations (CSOs) by facilitating technical assistance and training activities and readying them to receive grants issued by the Uganda SAFE Program. This is a 5-year full-time position based in Kampala. The assignment is expected to start no later than October 2012. The Civil Society Specialist will be responsible for carrying out capacity building tasks and deliverables associated with the project. This will include, but not be limited to, areas such as capacity building assistance, including monitoring and evaluation, broad-based training, technical assistance, and institutional strengthening. This job involves close liaison with the project Technical Team, including the Chief of Party and Grants Manager.
Key Duties and Responsibilities:
Responsibilities include, but are not limited to, the following:
·         Assess and build upon the institutional capacity of selected CSOs to strengthen their capabilities to conduct advocacy campaigns, interface with government authorities, and implement SAFE project objectives;
·         Develop and manage implementation of an intensive training and technical assistance capacity building program including financial, management, administrative, and operational capacity;
·         Develop organizational certification process for grantees with the aim of certifying grantees as they mature;
·         Strengthen CSO networks and coalitions to share information, exchange best practices and lessons learned, and achieve shared objectives;
·         Lead development and implementation of innovating approaches in CSO management and programming;
·         Contribute to preparing work plans, monitoring and evaluation plans, and technical and administrative reports;
·         Coordinate the work of grantees;
·         Coordinate program activities with other relevant donor-funded projects to achieve maximum impact.
Qualifications, Skills & Experience:
·         Experience in managing and implementing capacity building activities for civil society organizations.
·         Must have a university degree in relevant field.
·         Must have 3-5 years of experience in development, management, consulting, capacity building or related field.
·         Capacity to analyze training needs and prepare and organize/conduct trainings and workshops for CSOs.
·         Strong prior experience in overseeing capacity building activities that can be adapted to suit.
·         Experience in mentoring local staff and organizations, and transferring skills and knowledge.
·         Proven ability to work effectively with local counterparts and a wide variety of stakeholders.
·         Experience in implementing USAID-funded projects and/or knowledge of USAID development approaches is preferred.
·         Strong communication skills (written and oral) in English.
