The National Center for State Courts (NCSC) is seeking qualified Ugandan citizens to fill the below positions for the “Supporting Access to Justice, Fostering Equity & Peace” (SAFE Program) funded by USAID.
Key Duties and Responsibilities:
Responsibilities include, but are not limited to, the following:
· Provide overall leadership and oversight of the grants implementation from proposal until the close-out process
· Establish robust and transparent grants procedures; including the development of a Grants Manual (based on guidelines established by NCSC) and other tools as required;
· Conduct formal training sessions in grant application procedures, subcontracts application procedures, project management and compliance for staff, and potential partner organizations as needed.
· Participate in grantee and procurement selection committees and processes.
· Support the assessment of the financial, grants management and administrative capacity of grantees;
· Monitor and, when necessary, mentor grantees and subcontractors in the requirements of proper project management in order to adhere to U.S. Government statutes and SAFE programmatic goals and objectives.
· Provide monitoring and oversight function on the grants compliance to ensure that the overall project implementation complies with USAID and NCSC regulations and policies
· Assist SAFE in collecting required relevant program information or data indicators for official project reports, other USAID or NCSC needs, and other interested parties as needed.
· Directly supervise Jr. Grants Manager.
· Other duties assigned by Chief of Party
Qualifications, Skills & Experience:
· At least 5 years prior experience in a management / supervisory position overseeing the development, award, administration and close-out of grants, including the supervision of grants personnel.
· At least 3 years prior experience in the solicitation, award and administration of USAID grants and subcontracts
· Direct experience in USAID or other international donor agency sponsored project is required.
· Demonstrated knowledge of USG/USAID regulations on grants and subcontracts management and compliance requirements (FAR and ADS).
· Basic computer skills required.
· University degree in Business, Management, Accounting, or other relevant subject.
· 6-7 years of progressively responsible professional experience.
· Fluent in English
