Plan International Inc. in Uganda was awarded a 5-year Cooperative Agreement under the Northern Uganda-Health Integration to Enhance Services (NU-HITES) project to continue providing technical assistance and capacity building support for Northern Uganda in Malaria, AIDS and Tuberculosis, integrate additional support in Maternal, Neonatal and Child Health (MNCH), Family Planning (FP) and nutrition; while prioritizing the strengthening of district-level health facilities. Under the NU-HITES project, Plan Uganda would like to recruit competent candidates:

Job Summary: The Grants and Contracts Assistant support the Northern Uganda – Health Integration Enhance Services (NU-HITES) project in the key areas of grants and contracts management for local partners. S/he supports timely implementation of the systems focused on implementing partner grants and compliance management. The position does compliance and capacity building for compliance among partners in the project.
NU-HITES is a broad-based strategy that will increase the availability and demand for essential health services in 15 project districts while strengthening and improving the overall quality of Northern Uganda’s health system.
Key Duties and Responsibilities:-
·         Support the sub contracting function
·         Manage sub contract relationships
·         Track budgets and deliverables,
·         Develop partner capacity in compliance
·         Support partners to comply
Key Results Areas:
·         Provide guidance and technical assistance to implementing partners in the area of grant management and compliance inline with the organization’s policy and procedures and donors rules.
·         Internally, manage sub-grants and implementing partner deliverables.
·         Support partners manage and track budgets and deliverables, Strengthen staff and implementing partner capacity for budgeting.
·         Ensure that implementing partners submit all financial documents needed to donors in a timely manner.
·         Support sub grantees develop solutions to concerns and issues as they arise to keep project on track.
·         Communicate regularly with Project Manager and grants and contracts manager to keep them up-to-date on project successes and challenges at the grants and compliance level.
·         Provide technical guidance to sub-grantees to build capacity in grants management, financial management and compliance needs.
·         Provide follow-up monitoring to the sub-grants administration systems.
·         Train finance personnel in partner organizations on donor compliance rules, broadening skills to ensure that personnel of the partners’ finance unit are aware of compliance guidelines for good accountability and transparency.
·         Provide recommendations for improvements in terms of compliance, effectiveness, and efficiency in the administration/finance systems and their link to programme implementation.
Qualifications, Skills, and Experience:
Knowledge:
·         Bachelor’s degree required, with a major in finance, business or related area
·         Minimum of five (5) years in a financial management role with hands-on accounting and managerial experience, preferably with at least two years in a non-profit and/or international organization
·         Comprehensive knowledge of the rules, regulations and policies associated with financial regulations and grants management.
·         Knowledge of USAID rules and regulations.
·         Ability to manage and train staff in a cross-cultural setting.
Skills:
·         Strong people skills and presentation skills.
·         Training and facilitation
·         Experience handling sensitive and confidential information.
·         Excellent communication and negotiation ability.
·         Good office management skill
·         Strong organizational skills
·         Highly developed research skills and problem-solving ability.
·         Proficiency with business software applications (i.e. Word, Excel, PowerPoint)
