Strategic Information Advisor NGO Social Sciences at John Snow Inc (JSI)

Location: Mbarara, Uganda.
Reporting Relationship:  The SI Advisor reports to the Country Manager based in Mbarara, Uganda.
John Snow, Inc. (JSI) is a leader in improving the health of individuals aged communities by providing high-quality technical and managerial assistance to public health programs worldwide. JSI has implemented projects in 104 countries, and currently operates from eight U.S. and 81 international offices for the past 30 years. JSI has received funding from the United States Agency for international Development (USAID) to implement the Strengthening Partnerships, Results and Innovations in Nutrition Globally (SPRING) Project to work in the Southwest of Uganda with a focus on strengthening the treatment and preventive nutrition services in health facilities, and overseeing the implementation of specific tasks that strengthen food fortification efforts nationally.
Job Summary:
Under the direction of the Country Manager, the Strategic Information (SI) Advisor will oversee all monitoring and evaluation (M&E) and knowledge management (KM) program components. The SI Advisor will work closely with the SPRING/ Uganda technical team to develop and manage the internal SPRING/Uganda M&E system and M&E activities. The SI Advisor will oversee in-country project research, including managing implementation of SPRING/Uganda’s research agenda, in conjunction with SPRING/HQ. The SI Advisor will keep abreast of current trends, approaches and developments in the M&E arena, and will work to continually improve the M&E systems and framework of the SPRING/Uganda project. As part of the fanning and execution of its M&E activities, the SI Advisor will ensure quality in accordance with accepted standards and feedback of M&E information for learning, accountability and decision-making purposes, including for development of new project proposals.
The SI Advisor will support focus district team% and health facilities to capture, analyze and use data for decision-making. The SI Advisor will also link with Health Management Information Systems (HMIS) and other national M&E systems to ensure nutrition data is integrated and influences decisions. The SI Advisor will supervise the M&E Analyst.
Major Duties and Responsibilities:
·         Develop and update SPRING/Uganda M&E systems, including developing indicators, targets, tools, activities, and reporting timeframes.
·         Monitor and evaluate project activities based on logic frameworks and causal models.
·         Support the project in the designing of assessments and baseline methodologies, and assessment tools in order to ensure quality of project implementation.
·         Design processes to analyze and use data to inform evidence-based planning and decision-making at different levels.
·         Strengthen and harmonize sources of information and data to improve management decisions and overall project performance and effectiveness, enabling the project to incorporate results in a fluid and dynamic manner.
·         Contribute to the SPRING global M&E learning agenda, as appropriate.
·         Identify how activities in Uganda contribute to the project-wide M&E plan.
·         Provide regular updates to the SPRING team, partners, USAID and other parties on the status of implementation of M&E activities and support adjustments of activities and frameworks as necessary based on programmatic learning.
·         Provide technical assistance to the project, USAID Mission staff and implementing partners on designing and implementing research and evaluation activities, including assisting in the development of: log frames and causal models; survey instruments and other research tools; tool implementation; data analysis (quantitative, qualitative and mixed); report writing; and dissemination of results, as applicable.
·         Build M&E capacity among project staff, stakeholders, and country partners by assessing needs and designing and leading trainings and meetings, as necessary.
·         Draft reports and contribute to documentation of lessons learned, including contributing to quarterly and annual reports, work plans, and other deliverables, as well as short success stories and audio/visual products.
·         Take the lead in consultation with the Country Manager and Program Manager in M&E and research activities.
·         Work with the technical team to interpret and disseminate data and learning from SPRING/Uganda and ensure that results are reported to clients and partners.
·         Contribute to SPRING’S KM strategy and help disseminate lessons learned at national, regional, and international forums, including timely submission of abstracts and papers for publication.
·         Serve as primary liaison on SPRING/Uganda M&E issues with clients and partners.
·         Support the preparation of deliverables for USAID, including work plans, monthly, quarterly and annual progress reports, evaluations and other reports, as needed.
·         Prepare scopes of work for technical assistance support, capacity building and training, and subcontracts and grants.
·         Working with the technical teams, develop and deliver project success stories.
·         Design and/or support research activities and evaluations as required, including developing SOWs for consultants/sub-contractors, hiring and coordinating the work of consultants/sub-contracts, training and orientation as needed, and approving their deliverables.
Qualifications, Skills & Experience:
·         Masters’ degree in Demography, Evaluation Research, Health Policy & Administration, International Development, International Health, Nutrition, Public Health, Research & Evaluation, Social Sciences or other related field.
·         At least 7 years professional working experience associated with implementation and/or monitoring and evaluating in developing countries, with a special focus in strengthening institutional capacities and working with communities, specifically in areas of health/HIV/AIDS related programs, community mobilization, poverty reduction, food security, economic strengthening or livelihoods improvement.
·         Proven ability to problem solving with staff and encourage consistent, solid performance.
·         Working knowledge Of USAID and familiarity with USAID M&E rules and requirements.
·         Competence in all facets of survey and other M&E design and implementation and experience in data analysis using Stata, SAS, or SPSS.
·         Experience designing and implementing M&E for multi-sectoral programming strongly preferred.
·         Excellent English language written and spoken communications skills.
·         Proven ability to manage multiple tasks, coordinate activities across different partners and government.
·         Act decisively in daily work, and work well in a multi-cultural team environment.
·         Coaching and mentoring skills.
·         Communication and facilitation skills.
·         Proficiency in qualitative and quantitative research methods. Strong organizational, communication, interpersonal, and computer skills.
·         Willingness and ability to travel.
·         Ability to work independently to assess priorities and manage daily coordination of details with minimal supervision.
·         Must be authorized to work in Uganda.
