During the first three to six months of employment the main task of the Senior M& E of Ficer will be to manage a baseline-survey, generating data related to key areas of significant investments made by the DGF, (legal aid, civic education, community participation in the management of public services in Northern Uganda) and assist Component Managers in developing simple monitoring mechanisms for these areas.
Thereafter, the tasks of the Senior M& E Officer will include, but not necessarily be limited to, the following:
- Prepare an Annual M&E Programme of Action (AMEPA) to be incorporated in the DGF Annual Work Plan and Budget
- Implement the AMEPA in cooperation with consultants and DGF programme officers, undertaking studies and thematic reviews (drafting of TORs, selection of consultants, quality control of reports, etc.)
- Provide methodological support, at the request of Component Managers, to “Joint Reviews” undertaking by partner organizations and DGF of specific interventions under “Partnership Agreements”
- Provide quantitative as well as qualitative information, including case stories, to be up-loaded on the DGF Web-site and used in the DGF Annual Report
- Facilitate the DGF Annual and Midterm Reviews to be undertaken by External Consultants and Experts provided by the sponsoring agencies
- Assist HOP in managing a small group of external consultants retained by the DGF to provide capacity development support in the field of monitoring and evaluation to selected partners
- Develop and support a “Learning Platform” for M&E-professionals in partner organizations, which include an annual workshop and web-based exchange of experience and international “better practices” in monitoring and evaluation in the area of democratic governance
- An advanced degree from a recognized University preferably to Masters Level. In addition, it is expected that the successful candidate will have advanced training in monitoring, evaluation, cost-effectiveness analysis and results-based management.
- Additional qualifications in technical areas related to democracy, justice, human rights, and accountability would be an advantage.
- At least 10 years of professional experience, five of which have been directly focused on monitoring and evaluation of large projects and programs in complex political and institutional environments.
- At least three years specific experience working within the area of democratic governance, preferably in Uganda
- Experience from working in a variety of professional environments, including state institutions, NGOs and international development partners
- Excellent track record from managing change within organizations
- Excellent track record from designing and managing large scale quantitative surveys
- Superior analytical, communication and report writing skills
- Excellent inter-personal skills and capacity to build effective professional relationships
- Advanced statistical skills, including skills related to data collection, sampling, etc.
- High level of IT- and presentation skills
- Fluency in English
- Strong cooperation and team working skills
- Capacity to work also under pressure, with high level of self motivation
- The successful candidate will be on top of current international trends within M&E in the aid effectiveness debate, acquired from international development partners, academia and “best practice” applications.
