The organisation is an equal opportunity employer currently seeking to recruit competent persons to fill the above vacant position Plan International in Uganda was awarded a 5-year USAID Funded Cooperative Agreement under the Northern Uganda-Health Integration to Enhance Services (NU-HITES) project to continue providing technical assistance and capacity building support for Northern Uganda in Malaria, AIDS and Tuberculosis, integrate additional support in Maternal, Neonatal and Child Health (MNCH), Family Planning (FP) and Nutrition; while prioritizing the strengthening of district-level health facilities. Under the NU-HITES project, Plan Uganda would like to recruit competent candidates for the above position.
Job Purpose: Reporting to the Finance Director, the successful candidate will have direct responsibility to manage, supervise and coordinate all operational, administrative and logistics-related activities for NU-HITES Project. This includes providing oversight of project procurements and compliance, overseeing office operations, ICT, human resources management. S/he will also be responsible for providing guidance to project staff on administration and procurement compliance issues, addressing administrative challenges and day-to-day decision making to ensure efficient and effective project implementation.
S/he will ensure that Plan and USAID administration and procurement policies and procedures are correctly interpreted, understood and implemented by the staff.
S/he will contribute to all major administration and procurement decisions and strategic plans
Specific Duties & Responsibilities:
·         Ensure that established policies and guidelines are adhered to, specifically for HR, Procurement, ICT, Administration and security protocols.
·         Develop tracking tools as indicated by the needs of the project to support decision  making,
·         Advise and collaborate with Finance Director and Finance Manager in financial forecasting, budgeting and managing of office operational costs.
·         Review project office operating procedures, drafts revisions and process improvements and new standard operating procedures in line with Plan Uganda standards.
·         Track contractual requirements and ensure value for money from service providers and contractors.
·         Develop annual budget for operations support,
·         Work and collaborate with Plan Uganda relevant heads of departments to ensure good administrative and operational management of project activities.
·         Ensure appropriate, transparent and cost efficient procurement, stocking and distribution of project supplies.
·         Maintain inventories and control over fixed assets and submit these to Administration Manager at Plan Uganda as per recommended guidelines
·         Uphold control mechanisms to monitor the use of Plan Assets
·         Supervise staff, establish clear work objectives and conduct timely and effective performance appraisals
·         Ensure that time sheets for supervised staff are reviewed and submitted timely.
Qualifications, Skills & Experience
·         Demonstrable knowledge of USAID Rules and Regulation, USAID Project Management, Procurement, Human Resources and General Operations and Administrative Management;
·         Must have minimum of 5 years of overall experience;
·         Degree level qualification: in a relevant field, such as Business Administration, Finance, Operations and International Development/NGO Management.
·         Experience of financial management including budget preparation, forecasting and monitoring;
·         Strong communication skills, with excellent written and spoken English.
·         Confident and proficient in the use of MS Office, Excel, Outlook and other relevant software
·         Positively promotes team effort through shared successes.
·         Acts with high degree of integrity and professionalism and relates to people in a friendly, open manner.
·         Motivates and coaches staff promoting high performance
