University Research Co., LLC (URC), a US based public health organization working in Uganda since 2005 is seeking qualified candidates to implement a 5 year USAID funded technical assistance programme for the Uganda National Tuberculosis and Leprosy Programme (NTLP), subject to award of the grant. The goal of the activity is to increase Tuberculosis (TB) case detection (CDR) and Treatment success rate (TSR) in Kampala and districts with existing USAID supported TB programmes to meet the National targets for reducing the burden of TB; MDR TB and TB/HIV through strengthening the Uganda National TB Programmes leadership capacity. The following positions will be based in Kampala.
Financial Management Specialist (1 position)
Job summary: The Financial Management Specialist will ensure adherence to financial policy, budgets and internal control measures. This position will support the development of timely financial reports, work in conjunction with the CoP, DCoP and other technical staff in the preparation of budgets, and ensure compliance with USAID and URC regulations regarding accounting, auditing and financial management requirements
Key Duties & Responsibilities
- Develop and provide leadership for an efficient financial & accounting system to minimize risk.
- Provide oversight for management of the project budget in liaison the home office.
- Prepare and make financial reports in duly and timely manner.
- Monitor and analyze cash flow situation, then make forecast of future trends.
- Work out strategies and plans tor achieving long-term business targets.
- Conduct review and evaluation of available cost-reduction measures.
- Cooperate with internal and external auditors in performing annual audits.
Qualifications, Skills & Experience:
- Master’s Degree or higher in Business Administration, Finance, Accounting or other relevant field and additional professional accounting certifications e.g. (CPA, ACCA) is an added advantage;
- Eight (8) years’ experience in administrative and financial management of large international projects including experience in management of USG projects.
- Familiarity with compliance to Federal Acquisition Regulations.
- Demonstrated experience and skills in developing and managing large budgets.
- Proficient in relevant computer applications and databases.
- Strong analytical, oral and written communication skills.
