Sawlog Production Grant Scheme (SPGS) is a partnership between the Government of Uganda represented by Ministry of Finance, Planning, and Economic Development, and Ministry of Water and Environment, the European Union, and the Government of Norway. The scheme supports private investors in commercial tree plantations development throughout Uganda. Since 2004, SPGS has been the driving force in the country in promoting the establishment and management of high quality timber, and more recently fuel wood plantations. It is a high profile project that has built a reputation for its professional support to private investors (large and small scale) in tree planting and is now entering an exciting new phase as it promotes both new planting and the development of a sustainable timber industry in Uganda. The position of Project Manager and Administrative Assistant have recently become vacant, and SPGS is thus seeking the services of a dynamic Manager to lead its team of professional and dedicated staff to greater heights of service delivery and an Administrative Assistant to offer administrative services to management of the project facilities and communication with clients

Reports to: Permanent Secretary Ministry of Water and Environment.

Directly Supervises:

  • Finance and Administration Manager,
  • Technical Service Manager,
  • Plantation Development Manager

Duration of the AssignmentEighteen (18) months contract will be awarded to the successful candidate, commencing immediately on appointment, preferably by October, 2012. Possibility of extension, subject to satisfactory performance and availability of funds.
Location and Remuneration

The PM will be stationed at SPGS Offices at Plot 92, Luthuli Avenue, Bugolobi. An attractive salary will be offered to the successful candidate

Duties and Responsibilities:
The Project Manager (PM) will be responsible for the effective and efficient implementation of the project. His/her key tasks and responsibilities will include but are not limited to:

  • Preparation of Strategic Plans for the project.
  • Resource mobilization and lobbying for the project.
  • Management of the project stores and assets.
  • Financial Management of the Project as the Accounting Officer in line .with Government of Uganda Financial Regulations and Guidelines and other relevant donor guidelines and regulations, approved work plans and budgets.
  • Ensure adherence to set procurement rules and procedures in all procurements of goods and services.
  • Preparation of Financial and Technical Reports for the project.
  • Management of Human Resources of the Project, ensuring that they adhere to set financial and management rules, procedures and administrative guidelines and instructions.
Qualifications:
  • The candidate must have an honors degree in natural resources, economics or business management fields.
  • A degree in forestry, proven track record of successfully working in the private/public partnerships environment, working with international donors, managing a team to deliver results.
  • Post-graduate qualification in management or natural resources discipline will be added advantages.
Essential Skills and Requirements:
  • At least ten (10) years experience in a managerial position(s) with a proven track record of delivering results.
  • At least three (3) years experience at senior management level.
  • Knowledge and experience in GoU and donor financial management procedures and guidelines, especially European Union’s EDF.
  • Good presentation, communication and report writing skills (English).
  • Experience in commercial forestry or commercial agriculture.
  • Experience and knowledge in public administration and management systems of Government and donor supported projects.
  • Familiar with the Ugandan Forest Sector, computer literate, widely travelled in the country, with fair knowledge of all the regions of Uganda.
  • Thirty five (35) years of age or above.
