Sub-Grants Coordinator Job Vacancy at CARE International in Uganda

Reporting to the Program Manager – NUWEP, the Sub-Grants Coordinator’s key role will be to provide support, coordinate and supervise the sub-grants management process (selection, disbursement and monitoring) for both local and international sub grantees, strengthen institutional capacities through enhancing organizational, financial and administrative systems, reviewing sub-grants activities to ensure effective and efficient utilization of funds in compliance with applicable laws and regulations, and to maintain a sub-grantee database to facilitate strategic decision making, risk management and analysing the needs development or maintenance of the existing portfolio at a level that adequately supports the strategic direction and business needs.
Duties & Responsibilities
·         To coordinate the Sub-Grantee selection process through undertaking a series of activities like screening, pre award systems audit, pre-award workshops and regularly update the Sub grant agreements
·         Responsible for coordinating disbursements and carry out Sub-Grant monitoring with all the budget holders by reviewing sub-grants outstanding advances, expenditures and disbursements to ensure that recovery happens regularly
·         Responsible for the development , implementation and monitoring of the Capacity Development Plan for all sub-grantees and CARE staff that will continuously uphold NUWEP sub grantee portfolio,
·         In charge of Sub-Grants Information Management and ensuring that the Programme Manager and Country office sub coordinator are provided with monthly updates of the sub grantee database to assess the impact of capacity building
·         Responsible for providing oversight supervision and advise to the Programme Manager on any donor compliance related issues to ensure consistency
Qualifications, Skills & Experience
·         University degree in Commerce, Finance, Accounting or Business Administration is a minimum requirement
·         Professional Accounting qualifications e.g. CPA, ACCA, CIMA is an added advantage
·         Computer skills in MS Office Application and relevant database software is a ‘must’
·         Knowledge of INGO operations and sub-grantee management is preferred
·         3 years experience at a middle or senior management level in accounting, auditing and grant management.
·         Other Core Competencies
·         Ability to carry out audits, trainings and assess financial risks.
·         Wide knowledge on grant management processes.
·         Understanding of the environment in Northern Uganda, NGO operations and their interests.
·         High integrity with ability for objectivity and impartial assessment of partnership performance
·         Excellent inter personal, communication, presentation, planning, organising, supervisory and decision making skills are desired
·         Team player with excellent analytical skills.
·         Proactive, cost conscious and reliable
