Senior Programme Officer – M&E Job Vacancy at African Palliative Care Association (APCA) in Uganda

The African Palliative Care Association (APCA) is a young, dynamic and fast growing non-governmental organisation registered in Uganda with an Africa-wide mandate to promote and support access to affordable and culturally appropriate palliative care services for people with life-threatening illnesses, such as HIV/AIDS, cancer and other non- communicable diseases, and their families. APCA exists to ensure that palliative care is underpinned by evidence, widely understood and integrated into all health systems in order to reduce pain and suffering across Africa. APCA invites applications from suitably qualified candidates for the following positions based at the head office in Kampala, Uganda.
Job summary: The Senior Programme Officer – M&E is responsible, under the direction of the Senior Programmes Manager, for the Monitoring and Evaluation (M&E) function at APCA. He/she will be responsible for streamlining and driving the M&E function, working closely with the wider programmes team and Learning and Research Team. He/she will also be responsible for building M&E capacity among APCA staff and its partners.
Main Areas of Responsibility
·         Contribute towards the development and implementation of APCA’s strategy.
·         Provide leadership and support in the development and implementation of an overall M&E system for APCA that can facilitate the tracking of progress against APCA’s strategic plan, and ensure that there is ongoing M&E of APCA’s programme for desired impact.
·         Provide leadership for data management at APCA including: leadership in the development of an APCA M&E data base, consolidate and standardize all APCA data collection tools and generate relevant M&E reports for APCA’s various stakeholders.
·         Work closely with the programmes staff to ensure appropriate M&E of projects.
·         Provide technical assistance and capacity building in M&E to APCA staff and partners.
·         Disseminate lessons and best practices in a way that supports continuous improvement in the delivery of palliative care in Africa.
Qualifications, Skills & Experience
·         Bachelor’s degree in a development-related field.
·         Postgraduate training in M&E preferred.
·         At least 5 years experience in M&E in NGOs.
·         Experience in building capacity of staff and partners in M&E.
·         Experience of working with teams.
