Secretary to the Commission Employment Opportunity at Equal Opportunities Commission (EOC)

The Equal Opportunities Commission (EOC), established by The Equal Opportunities Act of 2007, is mandated to provide a framework for redressing imbalances which exist against the marginalized and discriminated against, while promoting equal opportunities and fairness for all. The Commission is seeking to recruit a qualified, competent and highly motivated Ugandan.
Position: Secretary to the Commission, answerable to the Chairperson
Salary Scale: UIS
Terms of Reference: Contractual for 4 years and renewable upon successful performance
Duties & Responsibilities
The successful candidate will be required to carry out the basic functions specified in Articles 164 (1) and 174 (3) of the Constitution of the Republic of Uganda.
The successful candidate will also carry out the following functions:
         Overseeing the development of the Strategic Plan for the Commission.
         Developing and setting up appropriate structures of the Commission and ensuring their effective implementation.
         Providing management and control of the Commission’s operations and ensuring discipline, productivity and responsiveness to the overall function of the Commission.
         Providing overall responsibility and accountability over the Commission’s finances and presenting budgets and programmes to the Commission for consideration and approval.
         Responsible for the overall implementation of policies, programmes approved by the Commission, developing work plans, setting performance targets and ensure monitoring and evaluation.
         Responsible for the recruitment of staff and human resource development.
         Development strategies and plans for mobilizing financial and other resources for the programmes of the Commission.
         Facilitating the development, maintenance and upgrading of information and technology system (IT).
         Representing the Commission at the appropriate national and international
         fora.
         Facilitating the process of preparation of periodic Reports on the state of equal opportunities in the country and their submission to relevant authorities.
         Coordinating the activities of the Commission with other Government Agencies, Civil Society organizations and Development Partners.
         Carrying out any other duties as may be assigned to him/her by the Commission.
Qualifications:
         A Masters Degree in the field of Business/Public Administration or Management
         A Basic Honour’s Bachelors Degree in Arts or Social Sciences
Working Experience:    
         Applicants should have at least twelve (12) years relevant working experience in Management or Public Administration, three (3) of which should have been served at the level of Head of Department in Government or equivalent level of experience from a reputable organization.

c.       Result and team oriented with good communication and interpersonal skills.
d.      Innovativeness, flexibility and ability to work under pressure.
