Oxfam’s Programme in Karamoja – Uganda is key in providing Livelihood programmes, Water for production and animal health services, Gender, Governance and working with and through Partners. We do this through partnership with Government, CBOs / CSOs and other development agencies working in the region. We are currently looking for an experienced Water and Sanitation Engineer professional who is immediately available.
Duties & Responsibilities:
· To work collaboratively as a member of the livelihoods team and with support services (logistics, finance) and communities to ensure timely and effective delivery of water for production related activities.
· To gather and analyze information, monitor situations, prepare reports, and draft proposals.
· Supervise works on construction and rehabilitation of water for production infrastructure and other systems.
· Ensure water and sanitation works are implemented in line with international humanitarian standards (e.g. Sphere).
· Build capacity of identified persons and mobilize communities to be able to manage and sustain water for production facilities, including rain water harvesting structures.
· To provide technical advice and assistance to team members for activities design and implementation.
· Work closely with District Water Offices to identify needs related to water for production in Oxfam’s areas of operation and potential new sites.
· Work with the humanitarian team to determine priority interventions and identify gaps within area of expertise.
· To ensure the implementation of Oxfam’s gender and diversity policies in all aspects of Oxfam’s work:
· Ensuring that project design and implementation take account of and respond appropriately to the needs of the most vulnerable.
Qualifications, Skills and Experience
· You should at least have: Suitable qualification in water and sanitation engineering. 3 years experience related to water & sanitation engineering, preferably in a humanitarian setting.
· Specific experience in construction and rehabilitation of water points.
· Knowledge of structural engineering is desired.
· Understanding of the important relationship between livelihoods and water for production interventions in Karamoja.
· Strong community mobilization skills
· Ability to motivate and inspire sustained participation.
· Awareness of, and sensitivity to, the different needs and opportunities afforded diverse groups, particularly women, in ASAL situations.
· Demonstrated ability to function as a positive and collaborative part of a multidisciplinary and multi-cultural team.
· Ability to work closely with government officials and other humanitarian organizations.
· Must be computer literate with fluency in Word processing and Spreadsheets, knowledge of engineering packages like Auto Cad desirable.
· Ability to produce concise reports, sometimes at short notice, reflecting progress, problems and possible solutions.
· Able to travel and work in conflict affected areas.
· Commitment to Oxfam’s mission, aims & objectives.
· Knowledge of local language (Karimojong) is an added advantage
