The Government of Uganda has received a credit from International Development Association/World Bank towards the cost of the Second Northern Uganda Social Action Fund (NUSAF2) Project and intends to apply part of the proceeds to payment for a contract for the selection of individual consultants for the position outlined below. Selection will be conducted in accordance with the World Bank’s Guidelines: Selection and Employment of consultants by World Bank borrowers (May 2004 revised October 2006 and May 2010 version). NUSAF2 to is being implemented in fifty five (55) districts spanning Northern, Eastern and North Eastern regions of Uganda in which over ten local languages are spoken.

Development Communication Specialist
Reports to: Director / NUSAF2
Supervisees: Documentation Officer/Librarian & Communication Officer, Karamoja
Job Purpose: To lead the development and implementation of an effective communications strategy for NUSAF2 with emphasis on sharing timely and regular information with stakeholders, and communicating project results in order to promote accountability and demonstrate value for money; and to assist project management and facilitate timely and regular information dissemination and sharing among stakeholders on Project implementation issues to ensure effective stakeholder participation, strong management mechanisms and efficient service delivery

Key Result Areas:
1.       Developing and implementation of the NUSAF 2 Communication Strategy;
2.      Assessing information needs of key Stakeholders as well as public relations
3.      Monitoring and evaluation of Communication Strategy
4.      Promotion of positive culture and image of the project
5.      Coordinate information to update the NUSAF2 Website and other multi-media
6.      Development of printed multimedia or Web-based publications
7.      Development of a communication Procurement Plan, Work Plan and Budget
8.      Any other duties assigned from time to time.
Specific Duties and Responsiblities
·         Develop a research based, state of the art NUSAF2 communications strategy involving a though stakeholder analysis, communications audit and multi-media channels of exchanging information, maintaining dialogue and receiving feedback. The strategy should have both internal and external communications sub-strategies. Supervise the implementation of the strategy.
·         Work in close coordination with communities being funded under the Project in determining information needs/rights of access to community assets established or support provided to the community.
·         Coordinate the development and production of IEC materials in liaison with the various Programme Specialist and stakeholders to ensure quality and timely dissemination.
·         Monitor and evaluate the implementation of the communication
strategy
·         Liaise with print/electronic media on promotion of the Project activities.
·         Work with traditional media groups to disseminate Project messages through songs, drama and theatre.
·         Promote a positive culture and image of the Project and market the Project for greater visibility and access of the target population
·         Review the information on the Project website and provide content development support and ensure website promotion on a regular basis
·         Organize media events such as press conferences, talk-shows, interviews of key Project staff and stakeholders on public and private media.
·         Supervise the development of printed, multimedia and/or web- based publications (case studies, research reports, project updates, newsletters etc.) and provide quality control in line with the Project corporate identity standards
·         Generate specific outputs (deliverables) as determined from time to time in the respective projected work plans for each quarter.
·         Perform any other duties as may be assigned to him/her from time to time.

Qualifications:
Applicants should be Ugandans holding a honors’ degree in any of the following areas: Mass Communication, Journalism. Development Communication, Business Administration, Social Work. Post-graduate qualification in: Mass Communication, Journalism, Development Communication, Product Marketing, Public relations, Business Administration, Social Work.
Experience:
At least eight (8) years of professional experience in development communication at a senior position in government public or private organizations, international agencies or other relevant reputable development institutions.

Other Requirements:
·         Experience in communication and media relations, media campaigns and promotional material development
·         Experience in using a wide range of communication tools in print, broad casting, electronic and traditional media as well as public relations
·         Experience in working with grass roots communities, private sector based marketing and promotions, non-governmental organizations multilateral and bilateral development agencies and government.
·         Excellent communication skills (verbal and written)
·         Should be able to work with minimum supervision and deliver under pressure
