Country Finance Manager (CFM), Uganda
Malaria Consortium is an international organisation working globally, particularly in Africa and Asia, on Malaria and other communicable disease control. The office in Kampala, Uganda is the centre for the programmes in Uganda, in addition to serving as a regional office for Africa. Currently the Uganda office runs multiple programmes and has a projected income of £6.0m for the 2012/13 financial year. The Uganda Country Office has three field offices and 75 full time staff.
The Country Finance Manager (CFM) is responsible for running the finances of the Uganda programme overseeing donor reporting, budget preparation and all financial and management accounting. The Finance team, including the CFM, consists of seven people. The CFM will manage the Uganda Finance team reporting to the Uganda Country Director but will interact with the Regional Finance Manager (RFM), Financial Controller (FC) and Chief Finance Officer (CFO) to meet the global reporting needs of MC. The CFM is expected to be an integral part of the Uganda Senior Management team and to work closely with the management, technical and operations team in country.

Job Purpose: To provide a proactive, efficient, timely and relevant finance service to the technical and operations departments including project reports at a level of detail necessary to manage budgets effectively, ensuring proper books of account are maintained in compliance with local law and MC Finance Management Policies and Procedures and timely management and financial accounting reports are provided to regional and head office staff as laid Country Finance Man down in the reporting timetable and to be part of the Senior Management Team of the country team.
Key Accountabilities:
1.Financial Accounting
·         Ensure monthly transactions are entered in the General Ledger accurately and on a timely basis.
·         Act as a cheque signatory taking primary responsibility for checking the validity and account coding of payments.
·         Approve advances for field activity and staff travel, ensuring proper process for disbursement of funds, correct documentation and the settlement of advances in a timely manner.
·         Maintaining the integrity of the balance sheet by checking and validating:
                                            i.            monthly bank reconciliations, following up outstanding items
                                          ii.            purchase ledger reconciliations
                                        iii.            staff advances and other debtors
                                        iv.            sundry creditors and all other creditor
                                          v.            check the fixed assets register is up to date monthly
·         Approve the monthly payroll, ensuring direct transfer to staff salary accounts and remitting the payroll deductions to the correct government authorities.
·         Work with the Regional Finance Manager to improve financial systems in the Country office, recommending change as part of the global MC improvement to provide timely and appropriate financial information to MC’s Budget Holders and donors.
·         Submit the monthly report to the regional office in line with Malaria Consortium monthly reporting checklist and timetable.
2. Management Accounting
·         Ensure project financial reports for donor and partners are prepared according to donor requirements; submit reports to the regional office for review prior to submitting to the donor.
·         Ensure monthly management accounts are reviewed and variances are acted on by budget holders; report to the CFO on the variances and the corrective action that will be taken.
·         Prepare annual budgets and monthly cash flow projections for the country office.
Make regular visits to the field offices, project sites and partners to ensure quality in all aspects of finance management.
3. Legal and Risk Management
·         Coordinate with the auditors to complete required statutory audits.
·         Conduct spot checks in the Kampala and field offices to ensure internal control are working.
·         Regularly review all legal contracts to ensure MC’s financial commitments are met.
·         Ensure, in conjunction with Country Director and Regional Finance Manager, compliance with all local legal requirements, including tax, pensions and insurance.
·         Work with the Country Director (CD) & Africa Operations Manager (AOM) to identify risks facing the Uganda programme. Assess and report on the financial Country Finance Manager Advert 17 07 2012 (Recovered) implication of any known risks to the CD and AOM. Support the CD and AOM to develop mitigation strategies.
4. Human Resources
·         Set the objectives for Finance staff in coordination with the Country Director and carry out performance appraisals at regular intervals and at least annually.
·         Actively support and motivate the local finance and technical teams.
·         Work with relevant line managers to ensure that the Finance team is working effectively with staff in other departments (Technical, Operations and Admin, HR).
·         Agree with the Regional Finance Manager on adequate capacity and human resource in the Uganda Finance team.
·         Coordinate the absence of finance staff to ensure all gaps are covered and handovers completed prior to any leave.
·         Ensure that salary recharges are done.
·         Work with line managers to ensure that time sheets are completed and submitted on a monthly basis.
5. Other
·         Support other Malaria Consortium Country Finance Offices on relevant financial issues, when needed.
·         Other relevant duties as assigned by the line manager or Regional Finance Manager.
Qualifications:
Essential:
·         Qualified ACA, ACCA or CIMA Accountant
·         Minimum of 5 years experience in a finance team, with at least two years in a managerial position
Desirable:
·         Knowledge of NGO donors and their financial reporting requirements
·         Work Based Skills and Competencies:
Essential:
·         Excellent computer skills with high proficiency in Microsoft Excel
·         Good analytical and reporting skills
·         Excellent interpersonal and communication skills
·         Strong ability to be able to manage and prioritise multiple tasks
·         Experience in training and developing Finance staff
Desirable:
Working knowledge of accounting software
