Programme Officer – WASH – CARITAS Fort Portal

CARITAS Fort Portal is the Social Services and Development Commission under the Diocese of Fort Portal through which the Diocese offers a range of Social Services and community development interventions to the wider population within the Diocese and beyond. The Health through Water and Sanitation Programme (HEWASA Programme) is one such Programme under CARITAS Fort Portal through which Water and Sanitation Services are offered to the communities within the region.
CARITAS Fort Portal – HEWASA Programme is currently implementing a Post Conflict Water, Sanitation and Hygiene (WASH) Project in Masindi District in the two (2) Sub Counties of Budongo and Bwijanga. The funding for this project is provided by the European Union (ELI) Water Facility through the Water Aid Uganda Country Programme.
CARITAS Fort Portal – HEWASA Programme invites applications for a vacancy of a Programme Officer – WASH with vast experience in implementing Water, Sanitation and Hygiene Projects. The selected candidate will be primarily responsible for the Post Conflict WASH Project in Masindi and will therefore be based in Masindi District with occasional travel to Fort Portal:  The position tiolder will be primarily responsible for providing technical support to the WASH Project in Masindi but may be assigned other HEWASA Programme support tasks depending on the existing need.
Core Duties and responsibilities:
• Provide support in the coordination, planning, implementation and monitoring of activities under the Post Conflict WASH Project in Masindi District
• Prepare timely and analytical reports, including proposal for improvement in the project implementation
• Develop and sustain liaison with key sector professionals, Local Governments and NGOs engaged in the WASH sector
• Provide training and technical guidance for the Masindi field staff for effective activity implementation
• Perform any other HEWASA Programme Support duties as required by management
Requirements:
Applicants should be mature persons of high integrity, with good analytical skills, resourcefulness, good interpersonal skills, ability to work in a multicultural team environment and a good sense of initiative.
Qualifications:
• A university degree in any of the following fields: Social Sciences, Development Studies, Public Health, Environmental Health or a field related to international development obtained from a recognized institution.
• General knowledge of water and sanitation policies, rules, regulations and procedures governing implementation of WASH Projects
• Good knowledge and skills in using MS Office applications
• A team builder and result oriented is vital
• Accumulated experience of not less than five (5) years in management of development programmes and projects in relation to water and sanitation.
