Job Title: Procurement Officer

The Private Sector Foundation Uganda is the apex body of the Private Sector in Uganda. It has a membership of Business Associations, Corporate bodies and major Public sector agencies that support private sector growth. PSFU’s mandate is to: carry-out policy research and advocacy on behalf of Uganda’s private sector, provide a forum for the discussion of policy issues, and the impact of those policies on the private sector in Uganda, maintain a dialogue with Government on behalf of the private sector, undertake capacity building for the private sector through training and the provision of business development services. PSFU’s mission is to promote private sector influence for business growth and competitiveness through policy advocacy and capacity building in a suitable manner. PSFU meets this mandate through various functions including policy advocacy, membership development and project management.
PSFU wishes to recruit a Procurement Officer to join its team and now invites applications from well qualified candidates for the position of Procurement Officer.

Duties and functions of the Procurement Officer:
1.       Manage the procurement function at PSFU
2.      Establish and operationalize the procurement function of all projects and user departments including maintaining a procurement tracking system,
3.      Management of procurement for the acquisition of Consultancy services, other services (e.g., training and workshops), goods and civil works in accordance with I the Government of Uganda and where necessary, World Bank Guidelines
4.      In close consultation with the departmental heads and I partner Agencies, prepare project procurement plans I including periodic updates and closely follow them.
5.      In consultation with the different User Departments and component agencies, prepare solicitation documents for acquisition of goods, works and services;
6.      Coordination and/or administration and attendance to the advertisement, issuance of solicitation documents, receipt of bids, public bid opening and bid evaluation processes i in accordance with the Government of Uganda and where I necessary World Bank Guidelines,
7.      Ensure the approved procurement guidelines are followed  at all the different procurement stages including ensuring that “no-objection” is obtained where required during the procurement processes;
8.      In Construction with the user departments, appraise and prepare a report regarding ‘performance of all service providers (suppliers, contractors and consultants) in meeting their contractual obligations and administer maintenance contracts; Establish a database of contractors, suppliers and other service providers
9.      Establish and maintain procurement files and records, and ensure the project records are well kept and maintained.
10.   Monitor the progress in procurement through regular updates of the procurement plans and Prepare quarterly procurement progress reports,
11.    Attend to procurement queries, disputes, and complaints and report on contract awards and progress in accordance with the Government of Uganda and World Bank Guidelines
12.   Manage Equipment Warranties, Insurance and Contractor Performance Securities
13.   Provide advice to all managers regarding procurement Carry out any other assignments from the Executive Director

Education and Experience Requirements:
·         A Business Degree preferably with major in procurement and supply chain management
Professional qualification in Procurement such and CIPS or equivalent from a reputable institution
·         At least 4 years experience in a similar position with a reputable organization.
·         Knowledge of PPDA and World Bank Procurement procedures and guidelines
·         Knowledge of international best practices in the Logistics processes and systems
Reporting:
·         The Procurement Officer will oversee the activities of the PDU and also report directly to the Executive Director
