Monitoring and Evaluation Officer Job at Uganda Road Fund (URF) in Uganda

The Uganda Road Fund (URF) is a body corporate established by Uganda Road Fund Act 2008 to finance the routine and periodic maintenance of public roads. The Fund seeks to fill vacancies in the URF structure and accordingly invites applications from suitably qualified individuals for the following positions available at the Secretariat:-
The Road Fund Secretariat will need energetic and dynamic persons with the drive necessary to deliver a demanding business plan. Consequently, only candidates who will meet the requirements of the positions will be considered for further evaluation and interview.
Monitoring and Evaluation Officer -1 post
(Reporting to Manager Monitoring and Evaluation)
Main Duties and responsibilities;
a)    Contribute to the development of a work programme for the monitoring and evaluation team and manage workloads and work streams to ensure the programme is delivered according to plan;
b)    Support implementation of an ongoing monitoring and evaluation programme addressing the revenue collection, expenditure and performance of activities supported by the Fund;
c)    Monitor performance of designated agencies against KPIs including undertaking impromptu Monitoring SEvaluation (M&E) field visits;
d)    Identify strengths & weaknesses among funded road maintenance programmes and propose corrective actions;
e)    Monitor network metrics and trends and assess value for money invested in road maintenance;
f)    Contribute to the design and implementation of studies, surveys, midterm and annual reviews and propose necessary improvements;
g)    Prepare quarterly and periodic M&E reports, any other required reports, presentations and papers for feed back to agencies including presentation to the Fund Management Committee and the Board;
h)    Support the Manager M&E in contract management and supervision of outsourced M&E services;
i)    Support the Fund in compilation of data for the One-Year, Three-Year and Five-Year Road Maintenance Plans;
j) Undertake such other functions and duties that are delegated to the position.
Qualifications and Competencies
Applicants should posses a Bachelor’s degree in Civil Engineering from a recognized university. A Masters degree in highways or pavement engineering, construction management, transport planning or transport economics will be an added advantage. Applicants should at least be Graduate Members of Uganda Institution of Professional Engineers or an equivalent recognized professional institution and should have gained minimum of (5) years working experience, which should have embraced road works construction/supervision and M&E experience within the transport or road sector in Uganda or in a similar environment. In addition, the position holder shall be able to demonstrate:
a)    A thorough, understanding of the principles of road maintenance planning, asset    management and investment appraisal preferably with working experience within the transport or road sector in Uganda;
b)    Experience in the application of these principles, including application of industry standard computerized highway management and decision support systems;
c)    Thorough understanding of the road sub-sector in Uganda;
d)    Strong data analytical skills;
e)    Demonstrable report writing and communication skills;
f)    Thorough understanding of principles of Monitoring & Evaluation;
g)    Conversant with workflow management systems to guide decision making;
h)    Fully computer literate, with detailed knowledge of industry standard business applications;
i)    Self driven and self motivated;
Age limit: Not more than 35 years
