IN Billing Manager – Uganda Telecom

Position: IN Billing Manager
Reporting to Information & Systems Manager
Duties and Responsibilities
o    Budgeting for the Billing & IN Unit (CAPEX and OPEX)
o    Contribute towards the development of the Information services strategy from Billing & IN perspective, ensuring that it is in line with the overall Company Strategy
o    Establishing written policies and guidelines for effective and efficient customer billing
o    Participating in the establishment of companywide standards for Billing systems
o    Monitor staff and Sectional performance
o    Set realistic, challenging and achievable targets
o    To ensure appropriate IS staff skills to enable efficient OSS/BSS management
o    Coordinate development of staff Personal Development Plan
o    Develop IS Staff Training plan
o    Ensure appropriate staff placements and equitable distribution of workload
In liaison with other units, develop, implement, continually monitor and improve the billing core and supporting processes so as to deliver excellent services
o    Ensure that the daily, weekly and monthly business reports are accurate delivered in time to the relevant business users
o    Prepare monthly reports to the Head of Information Systems
o    Prepare the daily PPS Report and circulate to EXCO
o    Ensure that the billing system and IN and all interfacing platforms are operational within the agreed SLAs
Qualifications, Skills & Experience
Applicants must have
o    Bachelor’s degree in Electrical, Telecommunications Engineering or any other relevant field.
o    Postgraduate level in any related field is an added advantage.
o    5 years’ experience, 3 of which need to be in an Engineering Management Position.
University degree in Computer Science, Telecommunication Engineering and related fields
o    At least 5 years’ experience in Information Systems within a telecommunications business setting.
o    In depth knowledge of charging and billing systems, both real time and online. Retail
prepaid and Postpaid and wholesale ( interconnect and Roaming) Billing
o    Proven experience of financial accounting principles
o    Hands on with Operating Systems (Unix/ Linux, Windows 2003/2008) to at least advanced user level
o    Hands on with RDBMS (MySQL, Oracle, MS SQL server) to DBA level
o    Knowledge of application server platforms like MS SharePoint, Oracle AS etc.
o    Working Knowledge of reporting tools like Crystal reports, etc.
o    Proven experience leading highly specialized technical teams
o    Ability to work with minimum supervision and extremely focused, self driven, innovative and creative.
o    Should be able to build and maintain relationships across different functions and organizations
o    Analytical and solutions focused.
o    Ability to work under tight deadlines and ability to respond to high-priority situations
