First Deputy Vice Chancellor (Academic Affairs) – Makerere University Kampala (MUK)

Makerere University Council invites applications from suitably qualified persons to take up one of the two positions of First Deputy Vice Chancellor (Academic Affairs) and Second Deputy Vice Chancellor (Finance and Administration). Applicants should be citizens of Uganda aged between 40 – 60 years at the time of application.
POST:            First Deputy Vice Chancellor (Academic Affairs)
Role: The First Deputy Vice-Chancellor shall be responsible for Academic Affairs of the University.  He or she will, in the absence of the Vice-Chancellor, perform the functions of the Vice- Chancellor and such other functions as may be delegated to him or her by the University Councils.
Duties and Responsibilities
He/She shall:
a)     Be responsible for Academic Affairs;
b)     Deputise for the Vice Chancellor;
c)      Oversee programmes and policies that promote academic excellence in the University;
d)     Ensure quality of academic programmes;
e)     Oversee proper planning and coordination of undergraduate and post-graduate academic programmes;
f)       Coordinate curriculum development;
g)     Ensure optimal utilization of teaching, research and library facilities; and
h)     Perform other functions as may be delegated by the Vice-Chancellor or assigned by the University Council.
Personal Specifications
Qualifications:
He/She should:
  • Hold a PhD /Academic Doctorate or Masters in clinical discipline
  • Be at least at the level of Associate Professor in an institution whose academic ranking is comparable with Makerere University or the applicant should be at a position two levels below the policy making organ;
  • Be at least of the age range of 40-60 years at the time of application
  • Be a Ugandan Citizen
Experience:
He/She should have a minimum managerial experience of five years in reputable academic institutions.
Attributes:
The attributes and qualifications of the Deputy Vice-Chancellor (Academic Affairs) shall be the same as that of the Vice-Chancellor since he/she will deputise the Vice-Chancellor:
Academic Attributes/Competences:
(a)  Evidence of the following:
          Teaching in a reputable University;
          Supervision of 10 graduate students to completion;
          At least 10 reputable peer reviewed publications or 15 for applicants who come from outside the University setting;
          Capacity to prepare grant winning proposals;
          International recognition in areas of specialization;
          International relations/leading presentations of academic papers at international fora.
(b)  Any other relevant experience; and
(c)   Integrity;
Administrative Attributes/Competences:
(a)  High level of maturity;
(b)  Experience of strategic leadership and management in a reputable University or equivalent government or reputable organization;
(c)   Should have been at least a member of a University Senate/Council or equivalent body in government or reputable organization;
(d)  Must have excellent interpersonal skills and competences;
(e)  Must have people skills;
(f)    Demonstrate evidence of negotiation skills;
(g)  Excellent communication skills and public relations;
(h)  Demonstrate evidence of ability to understand and manage the teaching process;
(i)    Demonstrate evidence of team leadership;
(j)    Proven ability to handle student community;
(k)  Integrity; and
(l)    Knowledge of Higher Education Policies and Operations;
Financial Attributes/Competences:
(a)  Ability to comprehend and implement the Strategic Plan of the University;
(b)  Good financial track record;
(c)   Evidence of capacity to mobilize resources;
(d)  Evidence of resource mobilization in the last five years;
(e)  Evidence of involvement in leadership of investment projects;
(f)    Evidence of experience in planning and budgeting; and
(g)  Integrity
REMUNERATION: An attractive remuneration package. Additional benefits include free housing, transport and medical allowance in accordance with the University Terms of Service.
TENURE OF APPOINTMENT
Five year contract, renewable once, subject to good performance.

(3)  A written statement of interest not exceeding 1000 words about the candidate’s vision for a competitive university in the 21st Century;
(4)  Names and addresses of three (3) referees who should forward their reports directly to the Academic Registrar, Makerere University under Confidential Cover by 5.00 p.m. Friday 29th, June 2012. Referees should attest the candidate’s high academic credentials, managerial and financial capacity and integrity;
(5)  Certified copies of academic transcripts and certificates; and
(6)  Certified copies of the applicant’s birth certificates or relevant pages of their Passports.
Sealed applications should be forwarded under confidential cover and reach the Office of the Academic Registrar not later than Friday 29th June 2012 at 5.00 p.m. East African time.
The envelopes should be clearly marked “APPLICATION FOR POSITION OF THE FIRST DEPUTY VICE-CHANCELLOR”on the top right corner.
