Programme Officer (Oil Governance) – Democratic Governance Facility (DGF)

A number of Development Partners in Uganda
have established a joint Democratic Governance Facility (DGF) to manage a
coherent, harmonized and coordinated multi-donor support programme aimed at
enhancing democratic governance in Uganda. It is based upon three components:
Deepening Democracy; Rights, Justice and Peace; Voice and Accountability.

Reporting to: Component Manager (CM)
Location: Kampala
The Programme Officers will be assigned to the
Voice and Accountability (Voice & Accountability) component of the DGF, which aims to
strengthen accountability of public services at state and local government
levels, primarily by empowering citizens to articulate and voice concerns, to
engage constructively in the monitoring of service delivery and to influence
transparent planning and decision-making processes. The Component has three
a) Strengthening Local Accountability Networks
and Partnerships
b) Improving basic service delivery to poor, vulnerable and socially excluded
groups in Northern Uganda and other targeted areas.
c) Harnessing natural resources, including oil, for better service delivery.
The Program Officer will focus on
sub-component c) above and work to ensure that the extractive industry benefits
the development of Uganda as a whole, and its overall output brings about
‘improved accountability and transparency to citizens in oil extraction and
Key responsibilities:

  • Provide up-to-date insights on the prevailing oil governance environment in

  • Support the Component Manager in the creation and maintenance of strong and
    constructive relationships with actors relevant to oil governance.

  • Develop an in-depth understanding of best practice and good governance
    standards in the extractive industries and develop strategies for promoting
    them in Uganda.

  • Work closely with partner organizations to design, implement and monitor
    relevant and effective interventions to improve transparency and accountability
    in the oil sector and protect the rights of citizens.

  • Manage assigned programme areas and ensure achievement of agreed targets.

  • General programming and support duties as assigned by the Component Manager
Academic and professional qualifications:

  • An advanced degree (Master level) in Development Economics, Political Science
    and/or Natural Resources Management or related field, particularly in relation
    to the area of “oil governance”.

  • Additional qualifications in project management & administration,
    public policy, social accountability, participatory development, results based
    management are an advantage.
Competencies and experience

  • At least five years experience in the management of development programmes and
    projects in the realm of democratic governance, with a particular focus on
    natural resources.

  • Good knowledge of current developments and best practice in the area of natural
    resource management and experience of the Ugandan oil sector.

  • Experience of working constructively and strategically with government institutions,
    civil society organizations and other non-state actors, including capacity
    building support.

  • Knowledge of, and experience in, demand driven approaches to strengthening
