Human Resource Officer – The
Aids Support Organization (TASO)
(TASO Uganda), an organization contributing
to a process of preventing HIV infection, restoring hope and improving the
quality of Life of persons, families and communities affected by HIV infection
and disease, requires the services of dedicated, competent, innovative and
results oriented personnel to fill in the following positions.
Job Title    : Human
Resource Officer
Department/Location : Human Resource,
HQ.
Reports to: Director Human Resources
& Administration.
Directly Supervises: Human
Resource Assistant
Main Purpose of the Job: To provide
support to the Director Human Resources & Administration in the management
of the Human Resource function, with special focus on recruitment/appointments,
terms and conditions of service, staff welfare management, and compensation
management.
The successful candidate will be responsible
for the following tasks;
•    Disseminate, and where
necessary interpret human resource policies and regulations to staff
•    Provide administrative
support to the staff appraisal process, including sending appraisal forms to
the various users, providing technical guidance to appraisers as required,
analyzing the forms when filled, preparing summary reports on the appraisals in
line with the HR policies.
•    Make arrangements for the
implementation of decisions on confirmation and promotion of staff
•    Monitor the staffing
situation throughout TASO, by reviewing staff levels, identify staff gaps, and
compile data on vacancies and other inadequacies
•    Implement and monitor
staff recruitment and deployment
• Maintain a record of impending staff
retirements, and plan for timely replacements
•    Manage the communication
and feedback on human resource, I issues between the Directorate and other TASO
units
• Process staff separation from TASO
• Provide for staff welfare, including
insurance, health and safety in line with the HR policies.
• Make arrangements for insurance of
staff,Provide the human resource information necessary for the remuneration of
staff
• Provide administrative support in
conducting periodic salary reviews
• Monitor expiry of staff contracts, and make
arrangements to keep them valid
• Manage leave schedules for Headquarters
staff in line with HF policies.
Participate in the development of TASO human
resource.
Person Specifications: Human Resource Officer
Academic Qualifications
• Bachelors’ degree in Human Resources and
Administration, r Social Sciences, Public Administration, plus a Post-graduate
Diploma in Human Resource Management
Minimum Experience and Exposure
12 years in the provision of human resource services
at a senior  level.
Special Knowledge
Records Management, Uganda Labour Laws
