Overall Responsibility
GENESIS ANALYTICS is a leading Economics Advisory Firm based in
Johannesburg, South Africa with offices in New Delhi, India. Genesis is
currently recruiting a suitably qualified FUND DIRECTOR for the management of a
Rural Finance Challenge Fund, for which Genesis is a shortlisted bidder. The
Fund is to operate in Uganda for three years from 2012/13 – 2015/16 (with an
extension option of one year). Genesis, in association with FRIENDS Consult
(Uganda), is currently seeking a candidate for the Fund Director position.
Context
The proposed Challenge Fund forms part of a Uganda Rural Finance
Enhancement Programme (RFEP) to be financed by the Government of Germany
(through the KfW). The purpose of the Programme is “to improve access to
sustainable and demand-driven financial services for the rural population and
rural Micro, Small and Medium Enterprises (MSME) in Uganda”.
The aim of the Fund, through the competitive award of once-off matching
grants, is to incentivise the development by private financial institutions of
new financial products and services for use by rural farmers and related
enterprises. The Fund is budgeted at Euro 8 million.
If selected, Genesis would be responsible for the establishment,
promotion, management and successful conclusion of the fund.
Duties & Responsibilities
The Fund Director will be based in Kampala, full time, for the duration
of the Fund. S/he will manage a small administrative staff complement and will
coordinate the recurrent input of a number of short-term technical experts
associated with the Fund’s promotion, the appraisal of applicants and the
oversight of approved projects.
The Fund Director will be responsible for the establishment, promotion,
management and financial control of the Fund. S/he will report to the Genesis
partner-in-charge on contractual matters and to the donor and its appointed
governance structures on all operational matters. Responsibilities will include
the delivery of the following fund components:
  • Final design activities and the establishment of the Fund’s management,
    governance and related systems
  • Developing guidelines and assessment criteria for funding applications
  • Fund promotion and pipeline development
  • The evaluation of applications and the preparation of proposals for
    adjudication by the Fund’s Board
  • The establishment and management of an effective MIS for the programme’s
    operation.
  • Reporting on the progress of the Fund and of individual projects.
  • Developing the Fund’s web-based communication, learning and dissemination
    functions
  • Mobilising support from other potential donors and the private sector
  • Financial management and administration of the Fund, including project
    disbursement arrangements Establishing an effective M&E framework for the
    evaluation of the performance and impact of the Fund.
Characteristics, Skills and Previous
Experience
The Fund Director should have the ability to build effective
relationships with partners and clients from a wide range of professional and
cultural backgrounds. S/he should relish leading and working in a team, and
should be innovative, energetic, and committed to achieving lasting, positive
change in the way that formal financial markets work for poor people.
The following skills and experience are required:
Essential:
  • 15 years’ senior level international experience and expertise relevant to
    fund and/or programme design and management
  • Tertiary qualifications in agriculture, agricultural economics or
    equivalent technical expertise relevant to the Ugandan agriculture and rural
    sector
  • Experience in agricultural and rural finance, and financial product
    development.
  • Experience of working with financial institutions in the development of
    financial products relevant to small and emerging rural/agricultural businesses
  • Senior exposure to and understanding of market-based, inclusive business
    approaches to poverty reduction and public-private development partnerships
  • Outstanding English communication skills and a command of all
    Microsoft-based computer skills.
