Technical experts – Chemonics International

Chemonics International seeks long-term technical
experts for an anticipated USAID-funded project strengthening civil society
organizations and local governance institutions in Uganda. The project will
support capacity building of local government financial management, as well as
civil society advocacy strengthening for accountability and transparency in
public service delivery.
are looking for technical experts in the following fields:
  • Ugandan local governance
  • Civil society development/Private sector engagement
  • USAID Monitoring and Evaluation
  • Policy Reform in governance, inter-governmental finance, and tax
  • Local government budgeting and finance
  • Procurement and auditing
  • Organizational Capacity Building
  • Gender and Youth
  • Citizenship engagement/Participation in governance
  • USAID Grants management
  • Communications and public relations
candidates will have extensive experience in:
  • Master’s degree in relevant field is required for local governance
    expert, civil society/private sector advisor, and monitoring and
    evaluation specialist; all other positions, advanced degree in a relevant
    field preferred;
  • Minimum 5 years of relevant work experience; USAID-funded governance
    and accountability program experience preferred;
  • Experience in and knowledge of northern Uganda or Ugandan local
    governance mechanisms strongly preferred;
  • Fluency in English required;
  • Demonstrated experience working closely with and supporting governments
    in conflict or state-building conditions
