Program Manager – Northern Uganda Development of Enhanced Local Governance, Infrastructure, and Livelihoods (NUDEIL)

seeks to hire a Northern Uganda Development of Enhanced Local Governance,
Infrastructure, and Livelihoods (NUDEIL)
a Program Manager to
oversee the implementation of the NUDEIL Program. Located in Gulu, the
contractor will work across the Mission’s Development Objective teams to help
coordinate and facilitate the integration of and reporting on NUDEIL activities
into the Mission’s broader portfolio and enhance programs aimed at
stabilization and reconstruction in northern Uganda. The position involves
providing expert analytical, advisory, and implementation support for the
execution of a major USAID program within a broad and complex geographic area
and across technical specialty areas. The contractor should understand how
small infrastructure construction programs are managed and how technical and
programmatic issues can be resolved. S/he must have experience actively
managing a large program for results and be prepared to report regularly on the
activities and progress related to the program. S/he should have budget
management experience and be prepared to understand the major issues associated
with cash transfer-based assistance. Prior experience working with citizens at
the community level and local governments is preferred and will help the candidate
succeed in the program. The ability to multi-task and work across different
agencies and technical areas is essential. In the context of Gulu, where many
donors, international organizations and contractors are present, the incumbent
serves as a catalyst for effective aid approaches, including facilitating and
coordinating joint donor programming exercises for small infrastructure, for
example, when the District government requires assistance in this area. The
