Project Officer – The AIDS Support Organization (TASO)


The AIDS Support
Organization (TASO) Uganda Limited, an organization contributing to a
process of restoring hope and improving the quality of life of persons and
communities affected by HIV/AIDS, together with the Irish Aid, are to implement
a decentralised capacity building project of 50 HIV/ AIDS selected Civil
Society Organisations in the Karamoja Region. TASO therefore seeks to recruit
competent persons to fill the vacancies below:
Job Title: Project Officer.
Reports to:  Project Coordinator.
Department: Program Management.
Project
Location:  
Moroto
/ Karamoja Region.
Main Purpose of the
Job
To coordinate, track,
implement and report project activities to ensure their effective and
efficient implementation.
Key outputs
•  
Institutional and technical capacity of selected project HIV/AIDS CSOs
strengthened in the Karamoja region.
•  
Selected HIV/AIDS CSOs of targeted region mobilized and supported to undertake
joint planning to address HIV/AIDS issues unique to Karamoja.
•  
Coordination amongst a network of CSOs and partnerships between CSOs and Local
Governments of targeted districts strengthened.
•   A
network of selected HIV/AIDS CSOs in Karamoja supported to engage with
grassroots socio-cultural institutions to positively influence risky practices
and behaviors driving new HIV infections.
•   Project
activities efficiently planned, managed, coordinated and supervised.
•  
Performance of CSO HIV/AIDS activities monitored for effectiveness.
•   CSO
staff trained in managing HIV prevention that is context-specific to Karamoja.
•  
Advocacy activities of the project well planned and managed.
•   Regular
project performance reviews carried out.
•   Project
activity reports prepared and submitted in time.
Key Duties and
Responsibilities:
•   Lead
the preparation of periodic plans and budgets for the project.
•   Budget
for the- resources needed for the effective and efficient implementation of
project activities.
•   Lead
the implementation of project plans and activities as per the project design.
•   Provide
technical support to CSOs in developing their work plans and budgets.
•   Review
progress reports from CSOs and provide regular supportive feedback.
•   Take
lead in the consolidation of bi-annual and annual reports.
•   Support
the training function of CSOs by TASO training teams.
•  
Maintain up-to-date records on all project plans and activities including
project meetings.
•   Take
lead in ensuring gender mainstreaming in all project activities.
•   Monitor
and evaluate the implementation of planned activities and take action as
necessary.
•   Monitor
and track performance of CSOs to measure improvement in performance.
•  
Actively participate in the building of partnerships and networks for project
activities.
•  
Document lessons learned and success stories for the project in print and
photography.
•   Prepare
and submit in time project performance reports as required.
•   Do any
other duties related to improved project performance that may be assigned from
time to time by the project coordinator.
PERSON
SPECIFICATIONS: Academic Qualifications:

  Bachelor’s degree in Social Sciences, Education, SWASA, Development
Studies, Community and Adult Education, Community Psychology, or Guidance and
Counseling. 
Additional Training Necessary
•   Post
graduate diploma in Project Planning and Management
•  
Training in HIV/AIDS Counselling Experience and Exposure: 3 years
experience in a HIV/AIDS work two of which should have been in supervisory
position Key skills required
•   Ability
to communicate in Karamojong dialects is a must.
