Winrock International
is a non-profit organisation whose mission is to empower the disadvantaged,
increase economic opportunity and sustain natural resources. Winrock has over
170 projects underway in sixty-five countries including the United States. In
Uganda, Winrock is currently working in four Northern Uganda Districts of Gulu,
Amuru, Oyam and Kitgum. However, Winrock has received additional funding from
USAID and Government of Uganda for expansion to two new districts of Nwoya and
Effective with the
release of this advert, Winrock will seek to recruit additional personnel
(Ugandan Nationals) to fill the vacant positions listed below to support the
implementation of the Northern Uganda Development of Enhanced Local Governance,
Infrastructure and Livelihoods (NUDEIL) Program in the new Districts.

Main duties &
  1. To plan and coordinate procurement activities of the
    NUDEIL Program in liaison with the District Contracts Committee.
  2. To support the functioning of the
    District Contracts Committee by liaising with the secretary of the
    District contracts committee.
  3. Work with the District Procurement
    Officer/District Contracts Committee and the DCOP to manage bid proposals
    and make recommendations on them to the District Contracts committee.
  4. When called upon, participate with
    the District Contracts Committee in NUDEIL Projects bids evaluation;
    participate in pre-bid meetings with interested contractors and District
    staff to ensure complete understanding of bid requirements, scope of work
    and responsibilities.
Required Academic Qualifications,
Skills and Experience
  • The successful candidate must have
    a minimum of a Bachelor’s Degree in Procurement/Purchasing and Supply
    Chain Management or Level 6/Graduate Diploma in CIPS Professional
  • Must have Knowledge of the new
    PPDA Procedures and working knowledge of the PPDA Process.
  • Minimum of 3 years of experience
    in procurement work preferably in a public institution or in a reputable
    international organization funded by USAID.
  • Person of sound integrity with
    ability to demonstrate maturity, honesty, commitment and working under
    minimum supervision.
  • Fluency in English both written
    & oral is required. However, candidates who can also speak Luo
    fluently, have an added advantage.
