Winrock International
is a non-profit organisation whose mission is to empower the disadvantaged,
increase economic opportunity and sustain natural resources. Winrock has over
170 projects underway in sixty-five countries including the United States. In
Uganda, Winrock is currently working in four Northern Uganda Districts of Gulu,
Amuru, Oyam and Kitgum. However, Winrock has received additional funding from
USAID and Government of Uganda for expansion to two new districts of Nwoya and
Lamwo.
Effective with the
release of this advert, Winrock will seek to recruit additional personnel
(Ugandan Nationals) to fill the vacant positions listed below to support the
implementation of the Northern Uganda Development of Enhanced Local Governance,
Infrastructure and Livelihoods (NUDEIL) Program in the new Districts.

Main Duties & responsibilities:
  1. Employ best practices in community mobilization in the
    District.
  2. Facilitate cooperation between
    NUDEIL, Community and the community representatives at the Lower Local
    Government level.
  3. Advice NUDEIL/Community on the
    need of the community and vice-versa.
  4. Promote participation of the
    community in community planning, budgeting and the implementation of
    NUDEIL Project.
  5. Attend community meetings/full
    council meeting at the village, parish and sub county level.
  6. Prepare weekly and quarterly
    reports on the progress and the attitude of the community towards the
    program.
  7. Ensure that NUDEIL project s
    employ local labor to the maximum extent possible especially returnees,
    youths and women.
  8. Lead all communication and
    coordination with District, Sub County and NUDEIL.
  9. Work with M&E Specialist to
    carryout assessments of new project: water points, Roads and schools sites
    before the actual implementation of the projects kick-start.
  10. Carryout community dialogue
    meetings with the community.
  11. Provide support to the lower local
    governments to ensure that projects identified are in line with the need
    of the community or sub county.
Required Academic Qualifications,
Experience and Skills:
  • A minimum of a Bachelor’s Degree
    in Development Studies, Social Sciences, Education or SWASA attained from
    a recognized institute of higher learning. Candidates with a Diploma but
    with extensive experience in Community Development Interventions are also
    encouraged to apply. Experience of at least 2 years in community
    Development with Ability to demonstrate maturity, honesty, flexibility,
    commitment and working under minimum supervision.
  • Experience working with a USAID
    Contractor or a Community Based Organization (CBO) is necessary.
