international NGO with headquarters in Italy, which has been active in Uganda
since 1984. Its current activities are focused in the areas of education,
health, livelihoods, and protection, nutrition and refugee programs in Uganda.

About Project:

AVSI is leading a
consortium comprising of AVSI Foundation, Arua Municipal council and Uganda Bureau
of Statistics (UBOS) to implement the RMM project in Arua District. The overall
goal of the project is to strengthen the structural and institutional
mechanisms for reception, management and integration of involuntary migrants in
Arua Municipal Council.

Job Summary:   The Program Manager will be responsible for
the implementation and management of activities, personnel, administration and
logistics for the Strengthening Mechanisms for Reception, Management and
integration of Involuntary Migrants in Arua Municipal Council project”.

Key Duties and Responsibilities:  

·       
Manage
and supervise the project staff, in coordination with the Program office, ATL,
Country Representative and the HR offices

·       
Responsible
for the administrative management of budgets and other project related
activities

·       
Responsible
for coordinating relationships with the donor – Cities Alliance/UNOPS, partners
including Arua Municipal Council, Uganda Bureau of Statistics, and other key
stakeholders including Arua District, OPM and UNHCR

·       
Lead the
design and start-up phase of the project (Strategy refinement, rapid
assessment, staff recruitment and on boarding, consultative meetings)

·       
Take
lead in developing a comprehensive programming guideline for the project to
guide the targeting and implementation of both the Municipal systems
strengthening and sustainable livelihoods approaches for host communities and
the migrants

·       
To lead
and support research, documentation, collaborative learning and knowledge on
management on the reception, integration and management of involuntary
migrants.

·       
To
engage with, support and build capacity of Arua Municipal Council to strengthen
their institutional and structural capacity to effectively manage the reception
and integration of involuntary migrants.

·       
Represent
AVSI in Technical committee meetings at the Council and District

·       
Network
and facilitate linkages with strategic partners including the private sector,
local government and CSOs to leverage resources

·       
Supervise
the implementation of capacity building initiatives for AVSI staff, and in
consistency with Technical Standards developed by Cities Alliance

·       
Develop plans
and reports in line with timelines agreed with the donor and AVSI programs
office

·       
Ensure
technical and financial reporting in line with AVSI’s administrative
procedures.

·       
Represent
AVSI in other official meeting when required by supervisors

·       
Perform
other duties within area of responsibility, as requested by the supervisor

Qualifications, Skills and Experience:

·       
The
applicant for the AVSI Foundation Program Manager should hold a Degree in or
equivalent to international development, public health, social development,
psychology, statistics and or other development related fields.

·       
A
minimum of five years of experience in program management in the fields of
livelihoods, system strengthening, social protection, urban and other migrants

·       
Previous
experience working within the Urban Development sector

·       
Experience
and skills in grants management, resource mobilization and donor contract
management.

·       
Excellent
knowledge and understanding of international donor interests, priorities and
proven successes in sustainable livelihoods including financial inclusion,
saving groups, bank linkages and Apprenticeship

·       
Experience
in capacity building of teams at different levels

·       
Expertise
working with different donors including; Cities Alliance, UNOPS, USAID, EU,
DFID, UNICEF and other UN Agencies

·       
Excellent
interpersonal and communication skills

·       
Exceptional
command of spoken and written English and any other International Language
